Created by “Executive Resolution”….resolution of Cabinet.
--Therefore its neither a constitutional body nor Statutory body(not by Parliament)
--Replaced “Top to Bottom” approach of Planning commission.
--NEED= after liberalization>>>diff states achieved diff economic stage>>>diff requirement>>> “one size filts all” formulae of top to bottom  = now redundant.

Compostion: (
follows structure of Council of minister):
--Chairman
= PM
--Vice Chairman= Appointed by PM (rank of Cabinet minister)
--Members =(of Minister rank)
   >Full time(Permanent)=Expert in the field …..appointed by PM
   >Part time(temp)= Max 2…from leading University+Reserch institute……Appointed by PM
   >Ex-officio= like ministers at centre….Ex- Amit shah, Home minister…..Appointed by PM.
   >CEO=(rank of union council of minister) Appointed by PM

--Other members:
  >Forming “Governing Council” =CMs+LG (where no CM)
  >Forming “Regional Council” =CMs+LG(where no CM) =belonging to the region selected(can be 1 or more states).

--3 wings:
   >Research wing= in house expertise.
   >Consultancy Wing= market place for vetted panelist(Experts)
   >Team India= deals with Governing council.

Issues:
--Both NDC(National Development Council) and Governing Council have almost same role.
--infact since NITI Aayog…..no meeting of NDC occurred.
--NDCè è chairman=PM ; Members= CMs ==è role similar to Governing council.
--NDC or Governing council should be given Constitutional status under Article 263.

Reserch Wing=National Institute of Labour Economics Research and Development (NILERD)
--research and data collection in relation to all major aspects of development
--education and training in all aspects of Human Capital Planning,
-- Human Resource Development
--Monitoring and Evaluation.

The Gram Nyayalayas Act, 2008 has been enacted to provide for the establishment of the Gram Nyayalayas at the grass roots level for the purposes of providing access to justice to the citizens at their doorsteps and to ensure that opportunities for securing justice are not denied to any citizen due to social, economic or other disabilities.
